The Partnership and the Strategy

Background
The Maldon District Community Safety Partnership was formed in 1997 to produce a strategy to reduce Crime and Disorder in Maldon District and to meet the requirements of the Crime and Disorder Act 1998.
The Act placed a duty on Local Authorities (i.e. Essex County Council and Maldon District Council) and the Police (i.e. Essex Police) to work in partnership to develop and implement a strategy to reduce crime and disorder in the district. Other agencies including the Probation Service, Housing Associations and Health Agencies are also included in the partnership.

The Crime and Disorder Act 1998 requires Partnerships to:
- Determine priorities for action.
- Devise and publish a strategy that tackles these priorities to include objectives and targets.
- Determine priorities for action.

- Monitor progress, fine tuning the strategy as required.
- Repeat the process every three years.

How does the Partnership work?
The Responsible Authorities Group provides the direction and ethos for the Partnership.
Membership comprises a representative of:
- the Chief Executive of Essex County Council.
- Divisional Commander of Essex Police, Chelmsford Division.
- the Chief Executive of Maldon District Council.
- The Essex Police Authority
- Maldon & South Chelmsford Primary Care Trust (PCT)
- The Essex Fire Authority

Support and guidance is provided by the Home Office Eastern Region Crime Reduction Unit, The Association of Essex Authorities and the Essex Chief Executives Group.

Overall management and implementation of the strategy is the responsibility of the Steering Group.
Decisions are taken based upon advice from partners (service providers) and, of course, public opinion.

Day to day implementation of the secondary objectives is the responsibility of Sub Groups established to carry out the required tasks.
The steering Committee appoints a chairman for each Sub Group. The Chairman then invites people with relevant skills to join the Sub Group. Sub groups have a core membership supplemented by the co-option of partners with required skills, as requested.
The Responsible Authorities Group meets quarterly, and the Steering Group meets twice a year or more. Sub Groups are required to meet at least quarterly.

What are the Priorities?
The Priorities are based on an analysis of the results of a survey of public opinion; views put forward by focus groups and other representative groups; and advice from partner organisations and Central Government.
National Priorities
The Home Office requires each Crime and Disorder Partnership to provide statistics on the following categories of crime:
- Violence against the person
- Sexual Offences
- Robbery
- Burglary Dwelling
- Theft of Motor Vehicles
- Theft from motor vehicles
Local Priorities
The public opinion survey was carried out using a postal questionnaire. The survey indicated the following public concerns (in order of priority):
- House burglary
- Theft of property
- Vehicle Crime
- Abandoned vehicles
- Bogus Callers
- Graffiti/Vandalism/Anti-social Behaviour
This closely reflects the 2001 findings. When questioned about fear of crime the public reflected that Maldon is a safe area in which to live.
