Dog Breeding Establishments

If you breed dogs for sale, you may need a licence from the Council.

Do I need a licence?
You will need a licence if you keep bitches which give birth to 5 or more litters during any 12 month period (assuming at least 1 of the puppies is sold during that period).
It is unlawful for a bitches to give birth to more than 1 litter a year.

How do I get a licence?
To apply for a new licence or to renew a licence, you will need to complete an application form which is available in the download area.  Once completed, send the application with the appropriate fee of  £130 to the Council.

When you apply for the licence, an authorised officer from the Council will inspect to ensure that you are complying with licence conditions (available in the download area).  A vet will also visit to assess the health and welfare of the dogs (the cost of vet is re-charged to the person running the business).

The Council will issue the licence providing that you comply with the requirements of the licence conditions issued under the Breeding of Dogs Act 1973 (as amended).

Licences must be renewed on an annual basis.

If you require further infomation or would like to make a complaint about a dog breeding establishment, contact the Council or use the online enquiry form.
