Stray Dogs

What is a stray dog?

A dog which is in a public place on its own and not under the control of its keeper is considered a stray. 

What can stray dogs do?

  • Cause accidents and / or injury
  • Damage to property
  • Worry livestock for which an owner would be liable
  • Foul public places

Why might a dog stray?

A variety of reasons:-

  • home/garden not secure, e.g. doors, windows, gates left open; fence too low or poorly maintained
  • the dog may be lonely or bored - certain breeds and young dogs in particular need to be occupied with plenty of exercise, games, etc.
  • dogs may stray in order to mate: neutering is relatively simple these days and is recommended by all the major animal welfare organisations. It stops hormone activity, prevents certain types of cancer, but does not change the dog's personality or make it put on weight.

How do I report a stray dog?

As from 6 April 2008, the Police will no longer have responsibility for stray dogs.

Maldon District Council, like all councils throughout the country, will have 24 hours a day, 7 days a week responsibility.

As from 6 April 2008, if you find a stray dog at weekends, Bank Holidays or between the hours of 4.30pm and 8.30am Monday to Friday, please contact 07711 885894.

If you find a stray dog between 8.30am and 4.30pm, Monday to Friday, please contact Maldon District Council on 01621 854477.

What do we do with stray dogs?

Under the Environmental Protection Act 1990, the Council has a responsibility to seize and take in stray dogs.  The Council uses private kennels and must keep the dog for at least 7 days.  If the dog is not claimed during this time, it becomes the property the Council.  Officers make every effort to re-home the dog and checks of potential new owners are undertaken.

How do I claim a stray dog?

To claim a stray dog, the owner must be able to prove ownership, pay the statutory fine of £25, plus any costs incurred, including administration fee £20 if found with a tag or chipped/£25 if no tag or chip, vet bills and kennelling. Our kennelling fees are currently £9.51 per day or part of a day.
