The appeal is allowed, and planning permission granted subject to conditions set out in the Formal Decision.

Update September 2008
As a result of a successful High Court challenge to the Planning Inspectorate's original appeal decision of 10 September 2007, the Court has ordered that the appeal is reconsidered.

The new appeal Inquiry is to start at 10.00am on Tuesday 3 November 2009 and will be held at Three Rivers Golf and Country Club, Stow Road, Cold Norton, Essex CM3 6RR.
