Minor repair grant - discretionary

Type of works covered
To eliminate serious immediate risks to health and safety of occupants - repointing of chimney, replacing lead flashing, replacing a split oil tank, dangerous wiring, and roof insulation on properties built before 1965. Each case is assessed by a surveyor to detemine the level of risk.

Special requirements
Means tested and only available to home owners who have lived in the home for at least 12 months and have a legitimate and reasonable contract for repairs to the property. Priority gien to low income families.

Decent homes loan - discretionary

Type of works covered
Available to private sector households to help vulnerable families living in non-decent homes where they do not meet the Decent Homes standard as defined by the HHSRS. Works could include kitchen, bathroom upgrades, electrical wiring, damp, insulatioon to sub-standard parts of property, removal of asbestos. Each case is assessed by a surveyor to determine level of risk.

Special requirements
Means tested and available to homeowners who have a legitimate and reasonable contract for repairs to the property Priority gien to low income families.

Charge against property
If the cost of the works falls below £500, a charge will not be placed on the property and will not be repayable if no further applications are made within a 5 year period.

If the cost of the works is £500 or above, there will be a charge against the property, repayable when the property is sold or transferred, or no longer the main residence.

Interim repair loan - discretionary

Type of works covered
To be used to top up 'Warm Front' which is a government scheme to assist with heating, insulation and draft proofing of properties within the District. Where the costs of works exceed the maximum amount of such scheme you can apply for a top up. Each case is assessed by a surveyor to determine level of risk. 

Special requirements
Means tested and only available to homeowners and leasholders who have a legitimate and reasonable contract for repairs to the property. Priority given to low income families

At least 3 months must have lapsed before a further application can be made and up to a maximum of £5,000 can be paid out in a 5 year period. 

Charge against property Yes - repayable when the property is sold or transerred or no longer the main residence.

Home renovation loan

Type of works covered
Where works are outside of the scope of an interim repair loan. Each is assessed by a surveyor to determine level of risk.

Special requirements
Means tested and available to home owners who have a legitimate and reasonable contract for repairs to the property. Priority given to low income families.

You must have lived in the property for at least 3 years, the property built before 1939 and falls within council tax band A-D.

If the cost of the works exceeds the maximum loan you must agree to fund all works identified and rectify these. 

Charge against property Yes - repayable when the property is sold or transferred or no longer the main residence.

Landlord empty property loan - discretionary

Type of works covered
Available to help landlords or prospective landlords to bring derelict properties back into use to rent out as affordable homes for tenants nominated by the Council. Each case is assessed by a surveyor to determine level of risk and need.

Special requirements
The landlord agrees to enter into a 10 year agreement to receive nominations from the Council ensuring the property is available to assist families on low incomes. Rent levels will be restricted by the local housing allowance levels. If the cost of the works exceeds the maximum loan the landlord must agree to fund all works identified and rectify these. 

Charge against property Yes - works over £5,000 up to a maximum of £10,000 for up to 10 years.
