Managing Promenade Park
Promenade Park is one of Maldon’s flagship green spaces, attracting hundreds of thousands of visitors each year. The Promenade Park Management Plan sets out how the Council will maintain, enhance and develop the park over the short to medium term, ensuring it remains a welcoming, accessible and wildlife‑rich place for residents and visitors. The plan aligns with wider Council strategies and provides a clear framework for decision‑making and long‑term stewardship.

To nurture Promenade Park as a high‑quality, inclusive and sustainable green space that supports health, wellbeing, leisure, biodiversity and community life.
Objectives
- Provide a well‑maintained and attractive park environment.
- Enhance recreation and leisure opportunities for all ages.
- Protect and improve biodiversity and natural features.
- Deliver improvements guided by evidence, community needs and strategic priorities.
- Strengthen engagement with residents, visitors and partners.
- These objectives follow the management plan’s core themes of context, community, environment, place, economic growth, governance and wellbeing.

What the Management Plan Covers
The Management Plan is structured around three key questions:
1. Where are we now?
An overview of the park’s current condition, strategic context, site characteristics and existing management.
2. Where do we want to be?
The vision for the park, along with key priorities and insights gathered through community and stakeholder engagement.
3. How will we get there?
The action plan, governance arrangements and approach to monitoring progress.
Timeline of Projects & Improvements
The following timeline highlights confirmed projects being delivered through the Promenade Park Management Plan programme. Dates reflect current schedules from the approved project plan.
Completed or recently delivered work
- Kiosk Refurbishment – Improvements to existing units to enhance visitor experience.
- Secret Garden Area Updgrade – Redevelopment of the play facilities and natural landscape within the 'Secret Garden' area of the park. Works saw the installation of two new play areas, which feature inclusive play elements not previously available to visitors, as well as a redesigned garden area to facilitate natural and sensory-led exploration and play.
In Progress (2025–2026)
- Free Public WIFI - Installation underway, expected to be complete by March 2026. Infrastructure will utilise existing CCTV columns, improving connectivity and safety.
- New Covered Seating Area - To be located near the refreshment kiosks following public feedback. Scheduled for delivery in late 2025/26, providing shelter and additional space for visitors.
- Replacement of Litter Bins - A park‑wide refresh of bins to improve waste management and the visitor environment, also due in late 2025/26.
- New Information Boards - Updated interpretation boards planned for installation before spring 2026, supporting education and visitor navigation.
Looking ahead (2026–2027)
- Outdoor Gym Facilities - A preferred location near the Multi-use Games Area (MUGA) has been discussed, supporting park‑based fitness activity.
- Nature Trail - A new trail to support wildlife appreciation and outdoor learning, linked to longer‑term biodiversity improvements.
- Creation of Biodiversity Areas - Contributing to habitat enhancement and environmental resilience in the park.
Future Opportunities
Some longer‑term or exploratory ideas are not yet confirmed and will not appear in the mentioned above until they are approved. These may include strategic development opportunities or aspirational enhancements referenced in internal discussions. Only projects with a clear mandate and approval will be published as part of the management plan.
Community Engagement
The Management Plan emphasises the importance of community and stakeholder involvement. Future engagement opportunities, surveys and project updates will be published here as they become available. The plan itself was shaped by earlier consultation and ongoing dialogue with residents and partners.
