All adults over the age of 18 who are severely mentally impaired do not have to pay Council Tax if:

They have a severe impairment of social functioning; and,

They have a severe impairment of intelligence; and,
-
Both of the above appear to be permanent

Constant Attendance Allowance payable under the Industrial Injuries or War Pensions schemes

Armed Forces Independence Payment

Un-employability Allowance payable under the Industrial Injuries or War Pension schemes

Income Support which includes a disability premium because of incapacity for work
