Penalty charge notices (PCNs)
If you do not display a valid pay and display ticket, pay by phone, or have a virtual permit in one of the Council's car parks or park in restricted areas, you could be issued with a penalty charge notice (PCN).
How much is the parking fine?
The charge is £70, however for minor infringements (for example exceeding the maximum time limit or not displaying a Pay and Display ticket), the charge is generally £50.
Payment of a PCN must be received within 28 days of the date of issue. If payment is received within 14 days, a discounted rate of £25 or £35 depending on the contravention will be accepted.

How to pay
Penalty Charge Notices (PCN's) issued by Maldon District Council can be paid via:
Online: Maldon District Council Parking Portal using a debit card.
Telephone: Debit card payments may be made by calling 0333 1216666.
Post: By cheque or postal order (crossed 'a/c Payee only'), payable to Maldon District Council. Please write the PCN number on the back of the cheque or postal order and send the payment slip with your payment to: Maldon District Council, PO Box 3584, Chippenham, Wiltshire SN15 9EF.
Please quote the PCN number, the vehicle registration, and your address in all correspondence.
Making an appeal
All 'challenges' against the issue of a penalty charge notice (PCN) must be made in writing. Verbal 'challenges' are not acceptable unless you have a valid reason for not being able to put your claim in writing.
Before submitting a challenge, check the reasons for issue on the PCN which can be found beneath the time and date recorded, please ensure your challenge addresses these issues.
Providing the challenge is received within 14 days of issue, the PCN will be held at the discounted rate of £25 or £35 depending on the contravention. All challenges will be responded to in writing outlining the Council's decision.
If the grounds for the challenge are rejected, you will be notified in writing and the discount period will be reset for a period of 14 days from the date of the reject letter. Any challenges received outside of the 14-day discount period will be considered at the full rate of £50 or £70 depending on the contravention.

Please ensure that you quote the full 10-digit ML, vehicle registration number and the full postal address on all correspondence.
Traffic Penalty Tribunal
If your challenge is rejected, the registered owner/keeper or hirer of the vehicle can make a formal representation against the issue of the PCN by responding to the 'notice to owner' which will be sent 28 days after the letter of rejection.
Depending on the response of the Council you may decide to appeal against the PCN to the Traffic Penalty Tribunal. This is an independent body specifically set up to hear appeals. Information about the Traffic Penalty Tribunal is available at https://www.trafficpenaltytribunal.gov.uk/.
